A ! on a value the file types as never nil.
x! throws when x is nil and hands on the type without the ?. On a local, a const, or a parameter the file annotates with no ?, neither half does anything: the check never fires and the type is already the one it would give. The ! reads as a warning to whoever comes next, so drop it. alloy flux --fix removes it.
Set its level in the [lint] table of alloy.toml, or for one file with --@alloy-lint.
